Local files after balance update?

Starcraft 2 recently had a balance update applied without a patch (http://eu.battle.net/sc2/en/blog/4380324/Balance_Update_-_110512-10_05_2012).
I'm interested in how this could be done. E.g. Are some files edited or downloaded to the client? What changes to the local client are there? How does the Starcraft 2 editor handle the change? |
