When Dragonflight was released, the Underlight Angler Fishing Artifact became an equippable Profession Tool with the Professions overhaul. However, it still counts as an equipped artifact, which means having it equipped as a Profession Tool will unintentionally stop you from interacting with any of your Legion Class Hall Artifact Forges, even with the right Weapon Artifact also equipped.
The Underlight Angler will need to be unequipped via your Fishing Journal in the top right, accessed on your Professions tab in the Spellbook, to allow you to interact with Artifact Forges again.
